Medical Laboratory Technician

Job Description

The Medical Services Support in Iraq (MSSI) Program Manager establishes a clinically safe and professionally managed healthcare environment and provides primary health care as well as resuscitative surgical care in accordance with U.S. or equivalent medical standards on a 24-hour basis, 365 days of the year to Chief of Mission (COM) personnel U.S. Embassy Baghdad, serving a population of approximately 14,000 adults.

SCOPE: The Medical Laboratory Technician (Lab Tech) reports to and will be clinically supervised by the site Medical Director and will work under the direction of the Medical Technologist or other primary medical provider (Radiologist, Physicians, Surgeons, Nurses, Nurse Practitioners, Physician’s Assistants) on the work site.

The Medical Lab Tech will be assist in the treatment of patients in one of two settings: (1) Small medical/trauma hospitals, (2) Large medical/trauma hospital and assists in examination and treatment of patients under the direction of a Medical Technologist or physician.

In these settings, Medical Lab Tech performs non-complex chemical, biological, hematological, immunologic, microscopic, and bacteriological tests. Medical laboratory techs collect, handle, process and analyze body fluids, cells and tissues through the application of chemical, biological and physical principles.

Examines and analyzes body fluids and cells and matches blood for transfusions.

In addition to performing a technical function, medical lab techs keep patient records and adjust and maintain equipment. They also may prepare work schedules, evaluate purchases of equipment, or manage a medical technical department.

All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which CHS is recognized

This position is notional and will be filled upon future openings.

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

  • High school diploma
  • Training and 2-years experience in the U.S. Military with service as MOS 91K AIT;
  • Training and service in a Western Military organization as a medical laboratory technician may also qualify.
  • The Laboratory Technician will hold certification as a medical laboratory technician through the American Society for Clinical Pathology (ASCP), the American Medical Technologists (AMT), the National Credentialing Agency for Laboratory Personnel (NCALP) or the Board of Registry of the American Association of Bioanalysts (AAB).
  • Must have and maintain current certification in Cardio Pulmonary Resuscitation (CPR).
  • All healthcare providers must have current clinical experience in direct patient care and have worked a minimum of 6 of the last 12 months in desired career field.

DUTIES AND RESPONSIBILITIES:

Under the direction of a licensed physician or Medical Technologist, Medical lab techs will do some or all of the following:

  • Performs routine chemical, biological, hematological, immunologic, microscopic, and bacteriological tests.
  • Draws blood from patients.
  • Examines and analyzes body fluids and cells and matches blood for transfusions.
  • Must be familiar with the American Association of Blood Banks (AABB) requirements for maintaining blood products for transfusion.
  • Analyzes chemical content of fluids and tests for drug levels in the blood.
  • Prepares specimens, counts cells, and looks for abnormal cells in blood and body fluids.
  • Analyzes test results and relays them to physicians.
  • Makes cultures of body fluid and tissue samples, to determine the presence of bacteria, fungi, parasites, or other microorganisms.
  • Analyzes samples for chemical content or a chemical reaction and determines concentrations of compounds such as blood glucose and cholesterol levels.
  • Evaluates test results, develops and modifies procedures, and establishes and monitors programs, to ensure the accuracy of tests.
  • Uses universal safety precautions to protect self and co-workers from biohazardous materials, including blood-borne pathogens.
  • Orders and stocks supplies as needed and maintains safe and clean working environment by complying with procedures, rules and regulations.
  • In addition to preparing patients and operating equipment, radiologic technologists and technicians keep patient records and adjust and maintain equipment. They also may prepare work schedules, evaluate purchases of equipment, or assist in managing a medical laboratory department.

OTHER DUTIES:

  • All Health Care Providers (HCPs) will document care delivered and follow up care required.
  • Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements.
  • Other duties as assigned.

OTHER REQUIREMENTS:

  • Will require a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security;
  • All Medical Laboratory Technicians will sign a CHS MSSI Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA.
  • The normal workweek is established by the DoS Chief of Mission.

The following requirements apply to Medical Laboratory Technicians:

  • Shall be trained, licensed or certified at a qualifying facility in the US
  • Participate in training, (including HIPAA training) that may be required by DOS or CHS prior to deployment to Iraq.
  • Must complete a Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the MSSI contract. Training will include: Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery
  • Must have a valid, current U.S. Driver’s License, country of origin Driver’s license
  • Must have a current U.S. Passport or Country of Origin Passport.
  • Shall be proficient in the ability to speak, write and communicate in English.
  • Shall demonstrate proficiency in the use of basic word processing programs and the CHS Medical Management System software.

PHYSICAL REQUIREMENTS:

  • Must be confirmed by a medical examination to be “medically and dentally fit” in accordance with DOS requirements for service in Iraq.
  • Work is normally performed in a typical interior/office work environment; travel in Iraq is required by surface or air.
  • The climate is desert-like, hot, and prone to dust storms.

  • Performs diagnostic imaging examinations like X-rays, computed tomography, magnetic resonance imaging, mammography and ultrasound. Documents patient care services by charting in patient and department records.
  • Prepares patient for radiological procedure by positioning patient; adjusting immobilization devices, moving equipment into specified position; adjustment equipment controls to set exposure factors.
  • Gains patient cooperation by reducing anxieties, providing explanations of treatment; answering questions.
  • Minimizes radiation to patient and staff by practicing radiation protection techniques, using beam restrictive devices, patient shielding, and knowledge of exposure factors.
  • Protects patients and employees by adhering to infection-control policies and protocols; following drug protocols in case of reactions to drugs, such as contrast media, administering first aid, and using the emergency cart.
  • Maintains production and quality of radiographs or other media by following established standards and procedures; developing radiographs; observing radiographic results; making necessary adjustments.
  • Ensures operation of radiology equipment by completing preventative maintenance requirements; following manufacturer’s instructions; troubleshooting malfunctions; calling for repairs; maintaining equipment inventories; evaluating new equipment and techniques.
  • Maintains radiology supplies and inventory by checking stock to determine inventory level; anticipating needed supplies; placing and expediting orders for supplies; verifying receipt of supplies.
  • Maintains safe and clean working environment by complying with procedures, rules and regulations.

Required Experience

REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

  • Must have completed an approved Radiology Technician program leading to a Diploma, Certificate or Associate’s degree.
  • Must have an unrestricted state license or be American Registry of Radiologic Technologists (ARRT) certified.
  • A minimum of 5-years experience as a Radiology Technician including 1 year with ultrasound in a clinical setting is required.
  • All healthcare providers must have current clinical experience in direct patient care and have worked a minimum of 6 of the last 12 months in desired career field.
  • U.S. Military Radiology Technician technical school training certification (4R0X1, 68P, HM-8451) will also fulfill this requirement.
  • Must be experienced in performing CT procedures, including contrast exams.
  • Must have and maintain current certification in Basic Life Support (BLS) and Cardio Pulmonary Resuscitation (CPR).
  • Shall be licensed in the United States

DUTIES AND RESPONSIBILITIES
Duties and responsibilities as presented are intended to be representative and not restrictive. The District reserves the right to modify the assignment and allocation of duties in accordance with operational needs.

Teach college-level courses in Radiologic Technology including, but not limited to, clinical internship management, patient care, introduction to radiologic technology, radiographic position and special procedures.

Maintain surveillance of each education center regarding its validity as a part of the training consortium (i.e. number of students, rotational scheduling, patient exam load, etc.).

Participate in the program accreditation process.

Maintain communication with Program Director and affiliated hospital personnel.

Manage the student Radiology Club and pinning ceremony.

Participate in curriculum development and serve on department, division, college and district committees as necessary to maintain and improve the instructional program; participate in appropriate professional development activities.

Participate in the formulation of Student Learning Outcomes (SLOs) and the Student Learning Outcomes assessment cycle.

Maintain formal office and campus hours; participate in department and division meetings.
Maintain current knowledge of instructional methods and new technologies pertinent to areas of assignment; learn and apply emerging technologies and advances (e.g., computer software applications) as necessary to perform duties in an efficient, organized and timely manner.

Teach scheduled classes and perform related duties as assigned, including timely compliance with clerical and administrative responsibilities; comply with district, college and division policies in the performance of duties.

Instruct and assist in the growth and success of a diverse population of students through careful preparation of course materials, effective teaching methodologies and informed critical feedback on assignments and discussions.

Work cooperatively with staff and students.

Evening and/or Saturday assignments may be required as part of the regular contract.

MINIMUM QUALIFICATIONS
Bachelor’s AND two (2) years of professional experience as a radiographer.

Possess current American Registry of Radiologic Technologist (ARRT) credential.

Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty and staff.

All degrees and course work used to satisfy the required minimum qualifications must be from accredited postsecondary institutions (see www.nocccd.edu/Employment regarding accredited postsecondary institutions).

DESIRABLE QUALIFICATIONS
Master’s degree.

Experience as a clinical coordinator in an accredited radiography program.

Minimum of one (1) year of experience as an instructor in an accredited radiography program.

Experience in curriculum development, supervision, instruction, evaluation and academic advising.

Possess American Registry of Diagnostic Medical Sonography (ARDMS) credential and experience.

Possess a valid unlimited Certified Radiologic Technologist (CRT) license from the California Department of Public Health.

Possess a valid California Fluoroscopy Permit (CFP) from the California Department of Public Health.

Experience using technology in education/
radiography.

Demonstrated leadership experience and/or participation in community or professional organizations.

Experience working in a team teaching environment.

SALARY
The initial salary placement range is $56,764- $85,940 depending on applicable education and experience. Initial salary placement will be determined by the District Office of Human Resources in accordance with the faculty collective bargaining agreement and is not negotiable.
